i want to offer C.O.D delivery for limited cities only like i can filter shipping method for different zone as like i want payment method according to the city. i tried localization but it offers only for country level setting not on the city level .can anybody help me how can i make it possible.
The only way I can think of to do this is using usergroups. Create a usergroup for local customers and assign it to any qualifying customers. Also, assign just this usergroup to your COD payment method. This is not a great solution because it is not dynamic - you will need to manually assign the usergroup to customers - but it may be workable.
There is an suggestion in the Ideas forum that would allow binding a payment method to a shipping method which would likely address your needs. You can vote to have this feature added and leave any comments at:

thank you jobo i have already checked usergroup options but not enough for me… i think i need to modify by some developer or wait till Cs-cart launch this feature …
