A customer can first "View Cart" and then "Clear Cart" with a click of two buttons prior to checkout, but you have mentioned "order". I don't think that is standard functionality, i.e. most operators wouldn't want customers canceling an order at the click of a button.
Maybe your situation is one where customers can cancel within a certain timeframe? In that case you could create a form and reference it in your product information or on your invoice so they can "request" a cancellation, which you then action through the order admin panel.
