We are doing a fresh install of CS-Cart 3.0 on a new server (shared hosted Windows server running IIS & PHP5).
We get this error multiple times on most front-end pages:
Warning: file_exists() [function.file-exists]: open_basedir restriction in effect. File(D:\Inetpub\proxicast\Shopping\lib\smarty\D:/Inetpub/proxicast/Shopping/core//classes/smarty_engine/core.php) is not within the allowed path(s): (D:;C:\php5;C:\Temp;C:\Windows\Temp) in D:\Inetpub\proxicast\Shopping\lib\smarty\Smarty.class.php on line 1453
Our hosting provider has the following value set for the open_basedir variable:
D:;C:\php5;C:\Temp;C:\Windows\Temp
and the include_path variable is:
.;c:\PHP5
Interestingly, if we refresh the page, the error goes away.
Anyone have any ideas as to what might be causing the error, esp. the garbled file path?

I also have this issue using plesk 10 i had no issue with 2.2.4
