Last night I went into the Layout Editor in admin to change the amount of "On Sale" items showing on the homepage from the default 4 items to 3 items.
After I changed the value to 3, the On Sale block disappeared completely from the homepage.
So I changed it back to 4, but it's still missing.
Any ideas why this happened and how to get it back?

Is that the only setting that you changed, there are lots of other setting that effect what is displayed. Filling/period/last days etc.

Try clearing the cache by renaming/removing the var/cache directory of the installation.
If this does not help, please contact us via Customer Help Desk and provide temporary access to your server by clicking on the Add record link on the Access information page of your Help Desk account so that we could examine the issue.
You can try to create a new block with the same settings. If it does not help, PM me temporary FTP access so that our specialists can check the issue
I just ended up doing a fresh install.
