Offering Free Standard Shipping For One Item On International, But Charge For Rush Options

I sell in the US, but want to give Canadian customers free shipping on ONLY one item, if they select standard shipping. However if they want expedited shipping, I want to charge them, how can I set this up? I currently have 3 shipping methods, standard, express and 3 day, but when I select free shipping on just that item, all of the shipping methods to Canadian customers are set to free
