I am not at all sure how this happened but somehow I have defined a global quantity discount of 10% off with a lower limit of 1. Also, uploading additional quantity discounts doesn't complete, but I wouldn't be surprised if that's as a direct result of this odd "global" value I somehow set. Where in the database are quantity discounts stored. I'm guessing I could go there and delete the global value. Any suggestions greatly appreciated.
Aha....I figured it out. I had changed the default values in cscart_product_prices.
