No Welcome Email

If someone subscribes for our newsletters on our store they are not receiving a welcome email. I was trying to find any information why, unfortunately, did not found. Any advice?
PS: subscriber is listed to our mailing list

I know that I can do this way.
I thought these email templates https://prnt.sc/o1wfor will be content to subscribers. So what is the point to have these templates?

I do not have welcome e-mail too , Should I wait?
