No Shipping Options - Isle of Man

Can someone point out how to solve a “no shipping options” for the Isle of Man?



I have tried adding IOM as part of UK, I have tried adding as its own location.



I even tried making a purchase at another CS Cart site (they aren't hard to find) and had the same issue.



For now, the workaround has been to change the customer's country to UK and put Isle of Man as the city, but it is a kludge and requires manual intervention.



Any one have any idea?
