You can change it in language variables text_no_shipping_methods and mobile_app.mobile_we_have_no_shipping_options_available_for_your_location.
I searched for the above and didn’t find it.
I did find: text_no_shipping_methods
That one is for CS-Cart mobile app if you use it.
Ah. I don’t use that. I am on VivaShop theme and it does its own thing on mobile.

It’s so frustrating when something like this just changes out of the blue for seemingly no reason.
go to shipping methods, click on active method, then click on “Shipping time and rates” & add all rates
After clicking on “Add All” I couldn’t tell anything happened. What does this do?

The default text was a nuisance. It was after the new checkout forms were released that I had to change the text for language variable “text_no_shipping_methods” to:
“Please enter a valid shipping address so we can display your shipping options. If you believe your shipping address is valid, please contact us and we will see what we can do.”
That at least explains that the system is waiting on a shipping address to be entered.

The easiest way to test this is to click “Shipping cost: Calculate” on shopping cart page. State IN in US returns no shipping method.
