This is very weird. Since CS Cart decided to cancel out the free store I returned for one store to older V4.2.4 license that I have and setup a small micro site.
I am using the basic Responsive theme, no thrills just little color customization within the Theme editor.
Every thing seems to work but when you check out there is no payment option in the last step of the one page checkout you as a customer can select.
This is totally wrong, I have setup multiple payment options for it.
What have I overlooked.

We had to make a micro-site for some separate products and are using the 4.2 store now with similar quantity discount promotions that depend on payment methods. Some methods charge hefty fees, that is not just Paypal (which will not be used here) but also 'pay later' methods which charge even more..
The promotion quantity discount that gives discount in the cart has the distinct advantage of offering 'mix & match' discounts.
We can change it to individual quantity discounts but then EVERYONE gets the discount and also has to buy more of one product to get a discount while another product will not get discounted.
