For folks who might want this, I did a modal pop up with the cart's newsletter sign up form. It works with a cookie so customers aren't bombarded each time they open the home page.



There's some coding involved, but it's copy/paste from an example. I've only tested for CS-Cart V4. I can't see why it wouldn't work for previous versions but the install process might be a little different. You can see a sample here: http://justimaginewebdesigns.com/CS2014/.
