New Development Store Not Opening Back Or Front

Have made a development store in a new folder

Compressed the original, moved to new folder and extracted

Changed the config_local.php to the new database name, and the new address

When I go to open either the back-end or the actual store I am getting

"Service Temporarily unavailable"

So I am unable to enter and change everything else.

Has this happened to anyone else, and what was the fix

try to delete the cache directory in /var

and remember to rename the store path in admin
