I believe this is how you create another administrator with limited access:
- Click “User” tab.
- Click “Memberships” link underneath the tabs.
- Click “+ Add membership”
- Fill & Select the following -
Membership: “admin”
Type: “Administrator”
Status: “Active”
- Click “Create”
- Find where it says “admin” (our new one we just created)
- Click “privileges”
- Put a check in the box next to the privieges you want the “admin” to have
- Click “Save”
- Click “Users” link underneath the tabs.
- Find the user you want to change the privieges on
- Click “edit”
- Change “Account type” to “admin”
- Click “Save”
The issue: I am unable to preform step 13. What I am able to do is change “Signup for membership:” to “admin”. The user that has the membership as “admin” can still see the full dashboard.
I think these people are having the same issue.

YOU POSTED IN 28/10/2009 AND UNTILL NOW, NO ANSWER.
I am with the same problem.
I create a user like ADMIN.
So I create a user group called INSERT PRODUCTS.
I unable admin in this NEW USER account, but it is already in INSERT PRODUCTS membership.
When I try to login in admin area, this NEW USER can acess and modify everything.
I would like just tab CATALOG were possible it manage. Nothing else.
If possible, this user could not see anything else (no tabs like: ADMIN, DESIGN…).
???
LET’S WAIT MORE 3 MONTHS. Maybe someone else will have the same problem.

What version are you running?
I did the following in 2.0.12 and everything works for the most part.
From the root administrator:
- Create new usergroup called “Product Management” with only the ‘Manage catalog’ and ‘View catalog’ privileges enabled.
- Create new admin user called “ProductManager” and set only usergroup “Product Management” as active (all other usergroups are declined)
Log in as ProductManager with access to only the following:
Home
Administration - Webmail and Data feeds
Content - Tags and SEO rules
The data feeds, tags and SEO rules should not be available but, for the most part, it does restrict access.
I have reported the above bugs in the Bug Tracker:
