Is there a way to modify the plan instead of the administration’s intervention in modifying the plan?
Hello,
Vendor plans are supposed to be a way for marketplace administrators to charge vendors for using their store.
Vendors are not able to modify plans, because in such case they could just lower their commission to 0% and participate in Marketplace for free.
We could develop a custom paid modification for you, if your Marketplace model should allow vendors to change vendor plans. If you's like us to do so, please contact with us through PM and send more detailed specification of the project.

In configuration of add-on "Vendor plans", there is a checkbox "Allow vendors to change their current plan".
After you check it, vendors should be able to change their vendor plan.
