I have CS-Cart 2.1.2 Professional (Japanese version) running here and I noticed that no matter what setting I set the “Minimum order amount” to, one can still place an order of any amount.
Are there any other settings that are required to make the “minimum order amount” functionality work.
Any information would be helpful.

I can't reproduce this problem on my side, everything is working. Try to clear your cart cache typing admin.php?cc . Also please check up in your general settings the field “Define minimum order amount by”. You probably have chosen “products with shipping” , so minimum order amount is automatically calculated with shipping cost in mind. Define minimum order amount by products only and see if it works.
