Meta File via FTP

I'm trying to integrate some custom javascript to get my store setup for proper pinning; a new IE feature. I need to integrate some meta names just below the Title, Description, and Keywords on every page of my website.



What file should I be putting these strings into? I am unsure as to the exact file (via ftp) that contains this information?



Also, is that same file used to input javascript references?

1.) Make a new file called meta.post.tpl



2.) Put in your code



3.) Upload it to skins/cookingendeavors/customer/addons/my_changes/hooks/index



4.) Clear your cache
