Local Image Uploads Constrained Unexpectedly

(CS-Cart MVE 4.03)

- PHP environment show upload_max_filesize is set to 2M

- URL image uploads complete up to the expected 2MB threshold

- Local image uploads error out at 1MB with error "File could not be uploaded"

I'm stumped. Anyone?
