I am looking at getting cs cart, just wanted to know if once bought you can download cs cart and develop it locally or do you have to register it with the associated web address, like the demo.

Yes on both accounts however you need to be wise enough to know how to setup a working localhost - not all the modules will work correctly unless it’s hosted online.
