I’m trying to make the following link behave in the same way, using fancybox, in an HTML box on my store home page (central content). Is this possible?

Fancybox requires jQuery 1.4 or higher. We are currently on 1.2.6 (I believe) with cs-cart but there are plans to update this in version 2.2 from what cs-cart has told us. There are other light box effects that work on 1.2.6 but I am not sure they suite your needs as each of them have different functionality.
