Is this correct failed payment functionality?

  1. Fail an order from the front end by putting in incorrect address details to make the payment fail
  2. Go to accounts/order
  3. Try and repay for the order with incorrect details
  4. Payment fails
  5. you get sent an email saying the payment is successful and then you get another email saying its failed

    Should you be getting the success email at all?
