Would there be any way I can stop / or deter orders that are to be delivered to an international address?
Our existing store (we dont) offer shipping overseas due to high post costs.
Any help would be GREATLY appreciated.
If you have only shipping methods for AU then any other countries will see the famous message “No shipping methods are available for your location”. So you must have other countries enabled as viable locations.

So could overseas users still be able to make an order for delivery to an Australian address (gift) using that method ?
Yes but i would check that del charge is set to look at the delivery location and not the invoice address.

Where are those settings located?
Sorry I misled you I was getting mixed up with taxes locations…
, But What Tbinserth said should do. I think the localization looks at the delivery address and not the invoice.
You could pick some random address from google in another country say…Coca Colas head office and set yourself up as a customer then your delivery address to be Oz and then checkout and see what you get.
