Incomplete Order Tab In which version was it created?

I see that there is an incomplete order tab which I never noticed before.

In which version did it start?

In the past, I seem to recall that the incomplete orders were with the main orders not on a separate tab?

I cannot check at the moment 3.x versions, but all 4.x versions contains page with Incomplete orders
