When a status need to increase inventory, impossible to place an order.
Anybody has the same problem?

This is not a bug in default CS-Cart, but a standard behavior that an order cannot be placed under such circumstances. In your case I suggest that you should set the Decrease inventory action for the Open order status. If a customer did not pay after placing an order, you can simply change its status to Failed or Cancelled and the inventory of products purchased will be increased. Otherwise, if you change the status to the Complete one, it will not decrease the inventory twice.
If the old status has the Decrease inventory action and the new status has the Increase inventory action, the system increases the product amount in stock. If the old status has the Increase inventory action and the new status has the Decrease inventory action, the system decreases the product amount in stock. If both statuses have the same inventory action, the product stock remains unchanged.
