Impose sub-charge or disable Paypal and credit card payment for low value purchase

We have cases of customer using either Paypal or credit card to pay for the low value purchase ($1 to $5). We want to discourage customer from using Paypal/Credit card if their purchase is below $10.



Is there a way to either impose a sub-charge or remove the Paypal and credit card option completely if the purchase value is below certain amount?
