What template do I need to edit to rearrange this page?

More than likely:

design/themes/[your theme]/templates/views/products/view.tpl

or possibly quick_view.tpl

Note that if your custom theme is developed as add-on, the default_template.tpl file can be overrided by the 3rd party module

in addition, please make sure that in Settings > Appearance menu in “Default template” is chosen for setting “[color=#333333]Product detailed page view”[/color]

note: custom theme may use other template…

Or you can import many via product “additional images” import
