Im trying to figure out how to change shipping prices. I want all my items to charge $2.99 for shipping and offer free shipping when $25 is spent (think I have this promo already working). Right now my shipping is all jacked up. Some items are $2.99 and others are $3.99. Ugh! Also, I dont have shipping charges within each individual item set up. Im sure there is a blanket way of doing it, just cannot figure it out.

Not sure what you have set up where, so don’t know how you getting two prices.
So you need to find where they coming from. For example if you have item quantity dependencies set to 2.99 and some of your products have a shipping cost of 1.00 then you will see the 3.99.
Once you have done that then either set your shipping to item dependencies 2.99 or each product to shipping cost 2.99
