How do I tax residents in only ONE state? It's taxing everyone...

I looked at the CS-Cart Knowledge Base and applied my tax accordingly. Only Oklahoma (USA) residents should pay tax. All other states are exempt.



How do I fix this (or set it up properly)? It’s charging EVERYONE in EVERY state.
