How can I have products showcase block with "View All" in another page option?

You can create new wrapper or change the existing one to add view all button. Wrappers are located in design/themes/YOUR_THEME/templates/blocks/wrappers.
As alternative, create HTML block with button before block with products and move it to the correct location with CSS
