Help With Shipping Methods

Here is the shipping logic I want, can someone please help me with how to set this up or if it's even possible with CS-Cart version 3.x.


  1. All states should see UPS shipping
  2. State 1 & State 2 should see UPS shipping AND a flat rate shipping option IF their order is over $50.





    When I've experimented with this, I did step 2, but it only shows the flat rate shipping option instead of UPS and flat rate.
