This might help if Suhosin is not installed. (ini_sets will not override Suhosin settings)
Try adding this line to your config.local.php file and see if you can now add more than 20 images.

The default PHP value is 20
Disregard that last advice… PHP max uploads cannot be overridden and must be changed within php.ini only. I just tested this.
