Having keywords in your meta or not will have absolutely no effect on weather you site is indexed or it's placing within the index. Keywords can only be a positive or nothing, the will be no punishment for having them. Google will have you doing cartwheels around the world if you let them. You must also apply logic and remember Google is not a charity or a fairy sent to help you, it's a money making machine and will do almost anything to maintain the flow of money.
Google will look at the meta keyword tag and use it if it benifits them it's as simple as that. Keywords may not have any SEO value to Google but other search engines and indexing site will use them. The benifit to you is those site will list your site and then when Google visits that site they may credit you for the listing. Sometimes Google can be a list of people who shout the loudest to them. But in General google doesn't work the way we are told and that includes when google is the ones telling us. It simply does not work as a search engine finding the most suitable sites for a given "search".
