On our website we have an item that we offer free UPS ground shipping, how can I restrict it so people from Alaska could not get free shipping on that item. We have CS Cart 2.14

Your website says you only ship to the “continental US”. Doesn't that mean that you don't ship to Alaska or Hawaii at all?
If that's true, then you can start by just removing those two states from the list of states and locations under your shipping menu.
If a customer can't select the state in their billing or shipping address, (like if they are in Canada) then it solves the problem.

We do ship to Alaska but we want to restrict Alaska from free shipment because of the shipping cost.
