Free shipping for Gift certificate?

how i can setup for the Gift certificate free shipping? Because it isnt very expensive for me, but with my actually shipping options it is very expensive for the user if they take a Gift certificate with a high price.

maybe a solution with promotions? But i havent found one, because Gift certificate isnt a real product.
