Does anyone know why this error ?

The customer gets it in the email when his profile gets activated by admin in cs-cart backend.
Cs-cart v3.0.2.
The file does not have the correct permissions or is not there.

the file is there and it has 0755 permissions. The error is not that the file is not there, is because it cant read what its requested at line 1095
