If change the DNS, move the site to a new hosting server , how can I login to the cs-cart admin page in previous server?

You need to redirect to the previous server with a different domain or subdomain and change the settings in the config.local.php file.

or you can edit the hosts fil eon your local machine to point to your old ip if it still exists, only you will be bale to see it.
