Disable Email Order Notifications To Administrator

I tried to disable the email order notification as explaind in the instructions, but this is not working. Now we get from evey change an email, does anybody know how to disable?

What is the state of the check box when page is reloaded?

Note that when you change the status manually, there are additional boxes which override order status settings:
