I set up the local_config.php to give an ip debug mode, but the debug url switch does nothing. I know it's detecting the correct ip, I can make a cart and it will show it came from my ip. It's definitely loading the local_config.php file. It just seems like assigning debug permission to the ip doesn't work.
Would cdn or caching be interfering?

What are you doing in that file? Here’s what I use.

I tried your method and it doesn't work for me either.
Can’t help you then, I have it on many of my client’s sites and works flawlessly. Again, it’s local_conf.php, not local_config.php.
