Cs-Cart Warning Xml Rating And Service Selection Service Unavailable

Hello,

At the checkout page I am keep getting these error i.e. Warning XML Rating and Service Selection Service Unavailable, I only have UPS enable, Please help

First link in Google says that possibly test mode is turned on. Please check it at first
