No, admin and vendor backends are not responsive.
There is a special mobile app for CS-Cart store admins from Twigmo
well its only for the admin.
And, cs-cart should also make the backend theme responsive.
It's weird that we are living in 2014 and still not having a responsive layout so that we could operate the admin/vendor panel using mobile without using an app.
