Are you using unsupported caching methods in php7? Imagick? Probably ypu dhould go from there first

If you are getting CS-Cart "Service unavailable" message, you can find the error message in the page source code
Or you can temporarily add
define('DEVELOPMENT', true);
to your config.local.php file and it will then display the error(s) to you.

I don't believe PHP 7 is supported in 4.3.6 I don't recall the exact version where 7.0 was supported, but it wasn't until 4.5.2 where 7.1 is supported (I could be off a point or two).
Maybe the moderators can edit the topic title to not confuse the community with the mistyped cs-cart version.
