Configuring Fedex Smart Post

I am trying to use FedEx Smart Post but it's not showing on the customer side as an option. I have all of the configuration data except the Customer Manifest ID. I called FedEx and they don't know what this is. Has anyone else found your Customer Manifest ID?

See attached screenshot that shows the setting. However I was able to talk to someone at FedEx and they explained it as being a trailer number and is an optional field, so I can leave it blank. But it's still not working for some other, unknown reason. I have all of my credentials entered for my account, but still doesn't show up for my customers as an option.
