Cloning Theme Doesn't Clone Layouts Too, Error Or By Design?

I cloned a theme and when it was done it I noticed it didn't bring any of the styles or layouts. The new theme only had the default layout for the theme I cloned.

Is that normal or by design?

If its by design then do I have to individually export/import each layout I wanted? Is there a method to mass clone layouts into a new theme?

When you export the layout all of the different parts are exported with it. So its not such a big lift to re-import it into your new theme.
