Category Id In The Query Is Always Zero?

i have added a new function for which i get the parameter from category js.tpl. The parameter is category id which is always zero for me. the feature i want to add is , on clicking the add categories from admin,select the category and display its no of products in the selected listing page. How i called the function from tpl is
