Hello. I have been search google trying to figure this out for about an hour now.
Can you create Cart promotions in the free version or only catalog promotions.
I have views many tutorials and the Cart Promotion button is not where it should be. I can only see the catalog promotions link.
My quess is that this feature is not available in the community version(Free) but would love some confirmation.
Any input would be greatly appreciated.

Unfortunately, cart promotions are not available in CS-Cart Community Edition. This kind of promotions is available only in CS-Cart Professional Edition and CS-Cart Multi-Vendor Edition.
