Can't add multiple instances of same product editing an order

I need to edit a customers order but it won’t let me add multiple instances of the same product with different options. For instance, I go to add a 2 oz tin, quantity 4, with Lavender fragrance option. Then I try to add the 2 oz tin, quantity 4, with a different fragrance but it defaults to the 2 oz tin already added to the order & just changes the quantity, leaving the same fragrance.

Unfortunately, I have failed to reproduce this issue in my local CS-Cart installation. The problem requires examination on your server.
