Cannot edit main banner? Is this an issue with certain skins?

The main banner on the site (the large blue bar, right to the left of “Cart is Empty” on the homepage) is not editable? I cannot find any idea where or how I can edit this? Does it have anything to do with the skin I am using? Please see: http://rlcbats.com

That is a repeating 1 pixel wide png

you could do your own and see whats best, just replace it in the file location above. (rename you old one so you cn always put it back)
