Canada -- no shipping options available?

Our Canadian customers are getting an error message at checkout which reads: “Sorry, it seems that we have no shipping options available for your location. Please check your shipping address and contact us if everything is okay. We'll see what we can do about it.” Well, I think it's because yesterday, I went to Shipping > Locations > EUROPE and saw all the Canadian provinces entered there for some reason. So of course I deleted them, but then I started getting complaints. Then I went back and added them back in. Alternately, I tried setting up and enabling a new location, Canada, and putting all the provinces in there. Neither seemed to work to remove that error message, which I can see any time I select Canada as the shipping option. I can enter the addresses just fine, but when I click “continue,” that's when I get the message on the next section.

Can anyone help?
