I need to know if a group of items can be excluded from promotions and also for the same group if they can become part of a product group where X amount of quantity makes all ordered a lower price. For example, I have some signs where 15 must be bought to get a certain price but those fifteen can be chosen out of a group of 250 different signs. So long as they buy fifteen of any of them they should get the lower price on all of them and not be subject to any other promotions.

Additionally, I need to be able to exclude only the items being drop shipped from other suppliers but allow the promotions on in stock items.
There is no concept of product groups in standard cs-cart. However, there are several people who have asked for this functionality and recently there have been some posts about modifications to do so. List posts by johnbol1 and you’ll probably find it.
