I'm running CS Cart Version 2.0.6. I know it's an old version and we're planning on upgrading very soon.
The issue I keep stumbling upon is adding a block for the “Mailing Lists” where I simply want to add the subscription signup to the footer of my website (lamoonbeauty.com). I've looked into it through forums and the FAQ, and followed the steps, but to no avail, when I create the block for “Mailing Lists” it simply does not show up in the blocks section.
Does anyone know what steps I'm missing to achieve this, and why when I create a block, not just for “Mailing Lists” it doesn't appear after I've created it?
Any help and assistance would be greatly appreciated. Thank you for your time.

Yes, I've created a mailing list first, following these instructions: CS-Cart Documentation — CS-Cart 4.15.x documentation
I've also created a subscribers list as well as a newsletter for preparation.
