I am going crazy! Why are blocks not showing up? For example I added a Payment block to my store and it’s not coming up. I’ve read here that it might be the Localization thing. Where do I need this added so the block will show up?

Please try to do the following: go to Administration → Payment methods, add a picture for your payment method, don't forget to save changes.

I have the same problem. I added an image and clicked save and the image is even showing at the customer end, but the blocks in the admin end are still not showing!!
I didn't even add a payment block, I just added a payment method!!
What's going on?!
